Understanding enforcement actions on Zora

Zora's Community Guidelines set the rules for what's allowed on the platform. Here's what happens when those rules are broken.


How violations are identified

Violations come to the Trust & Safety (T&S) team's attention in two main ways:

  • User reports — anyone on Zora can report content they believe violates the Community Guidelines. See How to Report Content on Zora to learn how to report content on Zora

  • Proactive detection — the T&S team also monitors the platform for violations, using a combination of automated tools and manual review. Certain categories — like CSAM — have automated detection in place


Types of enforcement actions

When a violation is confirmed, Zora takes action proportional to the severity of the violation and the user's history. From least to most severe:

Warning

For first-time or minor violations, the account owner may receive a warning. This is a notice that specific content or behavior violated the Community Guidelines. The content may or may not be removed depending on the nature of the violation.

Warnings aren't free passes — they're recorded, and repeated violations after a warning lead to escalated enforcement.

Content removal or hiding

The offending content is removed from the platform or hidden from public view. This applies to any content type: posts, profiles, messages, or Trends.

When content tied to a tradeable coin is removed, existing coin holders won't be able to purchase additional coins associated with that content.

Activity restriction

The user's ability to create new posts, or interact with other users may be temporarily restricted. This is typically used for users who have received prior warnings or who have engaged in a pattern of violations.

Account suspension

The user's account is temporarily suspended pending review. During a suspension, the user cannot access certain platform features. Suspensions are used for serious violations or escalating patterns of behavior.

Account termination

The user's account is permanently banned from Zora. This is reserved for:

  • Serious violations such as CSAM (which results in immediate, permanent termination with no prior warning)

  • Repeated violations after prior enforcement actions

  • Conduct that poses a significant risk to other users or the integrity of the platform

Law enforcement referral

In cases involving suspected criminal activity — including CSAM, terrorism financing, or imminent threats of violence — Zora may report the matter to relevant law enforcement authorities.


What determines the level of enforcement

The T&S team considers several factors when deciding what action to take:

  • Severity of the violation — a post containing CSAM is treated very differently from a first-time spam violation

  • Intent — was this an honest mistake or deliberate abuse? Context matters

  • History — has this user been warned or actioned before? Repeat violations lead to escalation

  • Pattern of behavior — a single borderline post is different from a sustained pattern of harmful content

  • Impact — how much harm has the content caused or could it cause?


Enforcement applies to all content types

The Community Guidelines — and enforcement of them — apply across the entire platform. This includes:

  • Posts and media

  • Profile information (usernames, bios, profile images)

  • Comments and messages

  • Trends and paired content

  • Trading activity (for example, coordinated market manipulation)


Transparency and proportionality

Zora aims to be transparent about its enforcement approach. The goal is proportionate action — not every violation gets the same response, and the T&S team uses judgment informed by the principles laid out in the Community Guidelines.
